David was, until his retirement in 2018, Managing Director of Highways for Mott MacDonald, a global engineering, design and management consultancy. He was responsible for projects in UK and internationally covering financing, planning, design, environment, management and operation embracing new technology and stakeholder engagement. David’s career history includes senior appointments in the public and private sectors – as a Partner and Main Board Director at Gifford and prior to that 25 years in the public sector at Hampshire County Council as Deputy County Surveyor and Deputy Director of Environment. He has wide experience related to Transport, the Environment and the Economy being involved in the financing, planning, implementation and management of highway and public transport schemes as well as spatial strategy involving major new development. David has always pursued a keen interest in the future of transport systems, being involved in many research projects with a wide range of technical and academic partners. David is a former President of CIHT.
